University of Hawaii at Hilo is requested to establish a higher education learning center in the Puna district on the island of Hawaii to support employment, entrepreneurship, and agricultural activities in the rural area.

University of Hawaii at Hilo is requested to conduct an outreach program and perform a needs assessment through the College of Agriculture, Forestry, and Natural Resource Management, including evaluation of existing educational resources and facilities in Puna.

University of Hawaii at Hilo is encouraged to collaborate with the United States Pacific Basin Agricultural Research Center in establishing the learning center.

Department of Agriculture is requested to support and assist the University of Hawaii at Hilo in establishing the learning center.

University of Hawaii at Hilo must report findings, recommendations, proposed legislation, and funding needs to the Legislature no later than twenty days before the 2014 Regular Session convening.
