Urges the Public Utilities Commission to establish reduced electricity tariffs for persons engaged in aquaculture, aquaponics, and agriculture using nonfossil fuel-generated power that utilities would otherwise curtail during off-peak hours.

Identifies that approximately 90 percent of food consumed in Hawaii is imported and that rising electricity rates have adversely affected agricultural producers.

Proposes that providing discounted renewable energy to agricultural producers during off-peak hours would benefit all parties: reduce curtailment for renewable producers, lower costs for farmers, strengthen Hawaii's agricultural sector, and reduce fossil fuel reliance.

Requests that the Public Utilities Commission submit a report on establishing the reduced tariff to the Legislature no later than 20 days prior to the 2014 Regular Session.

Directs that certified copies be transmitted to the Public Utilities Commission, relevant state agencies, electric utility companies, and agricultural and business organizations.
