Urges the Department of Transportation and City and County of Honolulu Department of Transportation Services to develop a procedure for resolving disputes regarding roadway ownership and responsibility for maintenance and improvements.

Addresses long-standing jurisdictional disputes between the State and counties stemming from a 1963 amendment to Hawaii Revised Statutes that created two categories of public highways: state highways under state control and county highways.

Notes that the State claims all non-state roadways were transferred to counties, while counties assert they have no responsibility for roadways they have not formally accepted or adopted.

Identifies cost of improvements and maintenance as a significant barrier to resolution, with counties unwilling to incur expenses without state assistance and the State seeking to avoid additional personnel, equipment, and funding burdens.

Directs certified copies to be sent to the Governor, Director of Transportation, Mayor, City and County of Honolulu Council Chairperson, and Director of the Department of Transportation Services of the City and County of Honolulu.
