Requests the Board of Education and Department of Education to continue collaborating with family and community organizations to establish, implement, and monitor statewide policies for family-school partnerships in Hawaii's public schools.

Directs adoption of revisions to Parent/Family Involvement Policy No. 2403, renaming it the "Family-School Partnership Policy" and incorporating National Parent Teacher Association standards.

Requires updating Student Support Policy No. 2203 to reflect current research and practice in student support and family engagement.

Directs development of consistent general practices across the Department of Education to ensure families and schools have aligned expectations for interaction and communication.

Requires the Board of Education and Department of Education to report findings and recommendations to the Legislature no later than twenty days prior to the Regular Session of 2014.
