Requests United States Congress to repeal Section 340 of Public Law No. 105-66, which prohibits transfer of Honolulu International Airport revenues to the Office of Hawaiian Affairs.

Seeks Congressional affirmative authorization for the Hawaii State Department of Transportation to transfer a portion of airport revenues to the Office of Hawaiian Affairs for the betterment of Native Hawaiians.

Notes that Honolulu International Airport sits on ceded lands and that airport lease revenues are due to the Office of Hawaiian Affairs under Hawaii law (section 10-13.5, HRS), which mandates 20 percent of ceded lands proceeds be expended for Native Hawaiian betterment.

Directs Hawaii's Congressional delegation to introduce and support legislation to repeal Section 340 of Public Law No. 105-66 and authorize the revenue transfer.

Requires certified copies of the resolution to be transmitted to the Governor, President Pro Tempore of the U.S. Senate, Speaker of the U.S. House of Representatives, Hawaii's Congressional delegation, and the Director of Transportation.
