Requests state agencies including Department of Health, Department of Human Services, Department of Public Safety, Department of Commerce and Consumer Affairs, State Board of Nursing, and Disability and Communication Access Board to identify barriers in statutes and administrative rules that prevent Advanced Practice Registered Nurses from practicing to the full extent of their education and training.

Directs state agencies to enlist assistance from the Department of the Attorney General in identifying barriers and proposing amendments to remove them from respective statutes and administrative rules.

Requires state agencies and Attorney General to submit findings and recommendations, including proposed legislation, to Attorney General by September 1, 2013.

Requires Attorney General to transmit draft report to Legislative Reference Bureau by November 1, 2013, and Legislative Reference Bureau to submit final report to Legislature at least 20 days before 2014 Regular Session convenes.

Recognizes Hawaii's physician shortage and national evidence that removing Advanced Practice Registered Nurse practice restrictions can increase access to quality, cost-effective care, particularly in medically underserved rural areas.
