Urges the Department of Accounting and General Services to convert the third floor of the No. 1 Capitol District Building (250 South Hotel Street) into exhibition, administrative, and/or educational space for the Hawaii State Art Museum by 2016.

Urges conversion of the fourth floor of the same building into exhibition, administrative, and/or educational space for the Hawaii State Art Museum by 2018.

Cites that current gallery space can only display 287 of 5,739 artworks in the state's Art in Public Places Program collection, with 1,800 pieces in storage and 3,652 circulating through government offices.

Notes the museum's educational programs, including "Art Bento" for K-6 students statewide, are limited by lack of adequate space for interactive learning and performances.

Directs that certified copies be transmitted to the Governor, Comptroller, and Executive Director of the Hawaii State Foundation on Culture and the Arts.
