Request for the Legislative Auditor to conduct a financial and management audit of the University of Hawaii System to address issues and concerns raised by the Senate Special Committee on Accountability.

Audit to evaluate oversight and transparency of the University of Hawaii System's fiscal and operational administration, including the role of the Board of Regents.

Audit to examine the use of procurement exemptions for legal, consulting, and public relations service contracts, and guidelines used to procure these outside services.

Audit to review enterprise risk management practices, including fraud, waste, and abuse within the University system.

Legislative Auditor required to submit a report to the Legislature no later than twenty days prior to the convening of the Regular Session of 2014 with findings, recommendations, and any proposed legislation.
