S.R. No. 48 Summary

• Requests the State Auditor to conduct a follow-up audit of the Division of Boating and Ocean Recreation's management of state boating facilities, particularly the Ala Wai small boat harbor in Honolulu.

• Auditor shall review prior audit findings from 2001 (Report No. 01-09) and 2006 (Report No. 06-04) relating to management deficiencies, repair needs, and financial control issues that have persisted despite legislative appropriations totaling over $20 million since 2001.

• Auditor must report findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days before the 2014 Regular Session convenes.

• Prior audits identified recurring problems with inadequate management, deteriorating facilities that pose public safety risks, and lack of adequate financial controls in the Boating Division.

• Certified copies of the resolution shall be transmitted to the Chairperson of the Board of Land and Natural Resources and the Auditor.
