• Encourages the 113th United States Congress to enact federal legislation modernizing the Toxic Substances Control Act of 1976 to strengthen chemical management.

• Requires chemical manufacturers to prove that existing and new chemicals are not harmful to human health and provide essential safety information to consumers and the public.

• Mandates immediate action to reduce or eliminate harmful chemicals including persistent, bioaccumulative and toxic chemicals to which the public is widely exposed.

• Preserves state and tribal authority to operate chemical management programs more protective than federal standards and establishes health safety standards protecting vulnerable populations like children and developing fetuses.

• Directs transmission of certified copies to the President, congressional leadership, the EPA Administrator, and Hawaii's congressional delegation.
