Requests the Contractors License Board to prepare a report evaluating automatic specialty licenses ("C" licenses) granted to "A" general engineering contractors and "B" general building contractors.

Requires the report to identify each specialty license automatically granted, specifically evaluate the C-5 Cabinet, Millwork, and Carpentry license definition, and explain the justification for automatic issuance.

Directs the Board to suggest amendments or modifications to the practice of issuing specialty licenses without further examination or fees.

Requires the Board to submit the report with any recommended amendments to Hawaii Revised Statutes chapter 444 and Hawaii Administrative Rules chapter 77 no later than twenty days before the 2014 Regular Session.

Addresses concerns that "B" general building contractors automatically receive 10 specialty licenses while independent subcontractors must demonstrate four years of supervisory experience to obtain the same licenses.
