Requests the Comptroller to establish a task force to study Hawaii's state procurement code (Chapter 103D) and identify amendments to improve economy, efficiency, effectiveness, and impartiality in public works construction procurement.

Task force to examine the impact of the 2002 Okada Trucking decision on bid protests and cost increases, with focus on subcontractor listing requirements and licensing issues that have generated numerous protests costing over $1,000,000.

Task force membership to include representatives from State Procurement Office, University of Hawaii, Department of Education, Office of Hawaiian Affairs, Department of Transportation, county procurement departments, water supply boards, transit agencies, and construction industry associations.

Task force directed to propose amendments to reduce bid protests, review whether administrative rules for contractor classifications align with legislative intent, and submit findings and recommendations to the Legislature by November 20, 2014 for the 2015 legislative session.

Task force to be dissolved on June 30, 2015; members serve without compensation but may be reimbursed for expenses; Legislative Reference Bureau to assist with drafting proposed legislation.
