Requests the Professional and Vocational Licensing Division to convene a working group to examine whether any of the 25 licensing boards and commissions under its purview could be streamlined or consolidated.

Working group membership includes the Licensing Administrator and the four Senior Executive Officers of the Professional and Vocational Licensing Division.

Directs the working group to research how other states handle professional and vocational licensing and identify any best practices or administrative procedures that could be adopted in Hawaii.

Requires the working group to submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2014 Regular Session convenes.

Working group is dissolved on June 30, 2014.
