SR 61 Summary

• Encourages the Board of Education and Department of Education, in collaboration with the Department of Health, to develop and adopt guidelines for training school employees and qualified volunteers to provide diabetes care to students.

• Guidelines should address recognition and treatment of low and high blood glucose levels, understanding physician instructions for medication, performance of blood glucose testing, insulin administration, insulin pump functions, and recognition of diabetes-related emergencies.

• Guidelines should include understanding meal and snack schedules, physical activity effects on blood glucose, long-term diabetes complications, and student self-management skill development.

• Requests the Board of Education and Department of Education to use the Kauai Area Complex as a model when developing the training guidelines.

• Requires a report to the Legislature no later than twenty days before the 2014 Regular Session convening, including adopted guidelines, proposed legislation, and funding recommendations for implementation.
