Request the Department of Agriculture, with assistance from the Commission on Water Resource Management, to conduct a study on a permeable surfaces tax credit for groundwater recharge purposes.

Study must address how to calculate water volume that percolates to recharge groundwater aquifers using accurate net water infiltration models.

Study must examine whether urban groundwater percolation should be included in a tax credit and how to calculate percolation in urban areas.

Study must address rainfall measurement collection across Hawaii's microclimates, identification of recharge water sources, definition of "qualifying property," and coordination with the Department of Taxation on implementation issues.

Department of Agriculture must report findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2014 Regular Session convenes.
