Requests the State Auditor to conduct an audit of the Kapiolani Park Trust to evaluate its governance structure and identify permissible uses of park lands.

Directs the Auditor to delineate limitations on commercial or other inconsistent uses that may fall outside the trust's purpose or constitute waste of trust property.

Requires the Auditor to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the start of the 2014 Regular Session.

References the 1896 establishment of Kapiolani Park as a public charitable trust and the 1988 Hawaii Supreme Court decision limiting the City and County of Honolulu's authority over trust property.
