Authorizes the Board of Land and Natural Resources to issue a non-exclusive 55-year easement to West Coast Roofing, Inc. over state submerged lands in Makaha, Waianae, Oahu for seawall renovation and construction.

Covers approximately 131 square feet of state-owned submerged land where an existing seawall encroaches across the seaward boundary of the applicant's property.

Easement grants the right to use, maintain, repair, replace, and remove the seawall over, under, and across state-owned land.

Requires a one-time payment determined by independent or staff appraisal establishing fair market rent, subject to approval by the Board of Land and Natural Resources Chairperson.

Easement is necessary for the applicant to obtain a county building permit to renovate the seawall.
