Requests the Auditor conduct a sunrise review of the regulation of unaccredited degree-granting institutions under Hawaii Revised Statutes chapter 446E, as proposed in House Bill No. 1200, H.D. 2 (2013).

Directs the Auditor to estimate the number of unaccredited degree-granting institutions operating under chapter 446E, physically located in Hawaii, and the number of students enrolled in each institution.

Requires review of compliance with chapter 446E, including types and number of enforcement actions brought by the Office of Consumer Protection.

Mandates examination of unaccredited degree-granting institution laws in other states and identification of best practices for regulation.

Directs the Auditor to determine whether regulation should apply to online unaccredited institutions regardless of physical location and to examine whether 1993 Legislative Reference Bureau recommendations were implemented.

Report due to the Legislature not later than twenty days before the 2014 Regular Session convening.
