Notes that Hawaii has only one major interisland air carrier with no substantial competition, creating a monopoly pricing situation that requires state regulation similar to Alaska's existing exemption under 49 U.S.C. § 41713.

Committees recommend amendments to change references from "interstate" to "intrastate" in the measure's title and language before referral to the Committee on Ways and Means.
