Request the Department of Agriculture to implement reduced irrigation water toll rates for the Island of Hawaii that differentiate among different irrigation system areas and agricultural users.

Establish differentiated rates to promote development and expansion of Hawaii-grown agricultural commodities through increased use of irrigation water for crop production, livestock, and poultry.

Address hardship on Island of Hawaii farmers caused by high water delivery costs that make sustainable agricultural business difficult by implementing rates based on actual irrigation system operation and maintenance costs.

Require the Department of Agriculture to report to the Legislature on implementation of the reduced water toll rate system no later than twenty days prior to convening of the 2014 Regular Session.

Direct transmission of certified resolution copies to the Chairperson of the Board of Agriculture, Mayor of the County of Hawaii, and Chairperson of the Water Board of the County of Hawaii.
