Opposes the use of hydraulic fracturing (fracking) in Hawaii for enhanced geothermal systems or engineered geothermal systems.

Identifies potential environmental impacts of hydraulic fracturing including stress on water supplies, contamination of drinking water sources, adverse impacts from waste water discharge, and air pollution from volatile organic compounds and greenhouse gases.

Notes that recent studies have raised questions about potential links between hydraulic fracturing and earthquakes.

States that current statutes and regulations may not adequately protect against potentially adverse impacts of hydraulic fracturing.

Directs certified copies of the resolution be transmitted to the Governor, Director of Business, Economic Development, and Tourism, Director of Health, and Chairperson of the Board of Land and Natural Resources.
