Requests the Department of Land and Natural Resources to appoint volunteer personnel and enforcement officers through the Conservation and Resources Enforcement Program to enhance water safety during canoe and yacht races.

Identifies the ongoing challenge of keeping race vessels separated from other boats in shared water areas during special events held on waters under the Department's jurisdiction.

Authorizes use of Hawaii Revised Statutes section 199-1, which permits the Department to employ or appoint enforcement officers on a voluntary basis without pay and provide them with official badges or insignia.

Requires transmission of a certified copy of the resolution to the Chairperson of the Board of Land and Natural Resources.
