Requests the University of Hawaii at Hilo to establish a formal association with the RISE 21st Century After School Program, which serves disadvantaged youth ages 8-18 in the Keaukaha/Panaewa Hawaiian Homes Communities.

RISE (Revealing Individual Strengths for Excellence) aims to serve underprivileged Native Hawaiian youth ages 12-17 in the Hilo district through mentoring, individual success planning, and Hawaiian cultural practices including lua (balance discipline) and hoe wa'a (canoe paddling).

Requests that the University of Hawaii at Hilo include sufficient funding for the RISE program in its budget.

Identifies potential partnerships between UH Hilo programs (Imiloa Astronomy Center, Hawaiian Language College, College of Agriculture, counseling psychology, and planned engineering programs) and RISE for internship and educational opportunities.

Directs certified copies of the resolution to be transmitted to the Chancellor of the University of Hawaii at Hilo and the RISE 21st Century After School Program.
