Urges Hawaii to adopt ILO Convention 169 Concerning Indigenous and Tribal Peoples in Independent Countries, which was adopted by the International Labor Organization in 1989 and has been ratified by only 19 ILO member states.

Calls on Hawaii and the international community to consult indigenous and tribal peoples when considering legislative or administrative measures that may directly affect them, as required under Article 6 of ILO Convention 169.

Urges Hawaii and the international community to grant indigenous and tribal peoples ownership and possession of lands and natural resources they traditionally occupy, as mandated under Article 14 of ILO Convention 169.

Urges the President of the United States to sign and request timely ratification of ILO Convention 169.

Directs transmission of certified copies of the resolution to the United Nations Secretary General, United Nations High Commissioner for Human Rights, International Labor Organization, Hawaii's Congressional delegation, Secretary of State, and Secretary of Labor.
