Adds a definition of "simulated firearm" to Hawaii Revised Statutes chapters 707 and 708, defining it as any object that substantially resembles a firearm, can reasonably be perceived to be a firearm, or is used or brandished as a firearm.

Amends the offense of terroristic threatening in the first degree to include threats made with the use of a simulated firearm, in addition to dangerous instruments.

Amends the offense of robbery in the first degree to include cases where a person is armed with a simulated firearm and uses or threatens force against another person during the commission of theft or non-consensual taking of a motor vehicle.

Makes no provision affecting rights, duties, penalties, or proceedings that existed before the Act's effective date.

Takes effect upon approval.
