Amends Hawaii Revised Statutes chapter 712, part V (nuisance abatement) to add gambling offenses under part III as qualifying offenses for nuisance abatement actions.

Modifies section 712-1270 to include buildings, premises, or places used to violate gambling offense laws in the definition of nuisance that can be enjoined and abated.

Enables law enforcement to use nuisance abatement procedures against property owners and landlords who fail to prevent gambling activity on their property.

Addresses the legislature's finding that gambling locations have been sites of violent crimes including homicides and drug distribution, but previously lacked enforcement consequences for non-compliant property owners.

Takes effect upon approval with no retroactive application to rights, duties, or proceedings existing before the law's effective date.
