Requires all operators of adult foster homes, adult residential care homes, assisted living facilities, expanded adult residential care homes, and community care foster family homes to obtain and maintain liability insurance in coverage amounts deemed sufficient by the department.

Mandates operators obtain automobile liability insurance for vehicles used to transport residents of these facilities.

Requires annual verification of liability insurance coverage by the department of health or its designee for facilities operating under contract with the department of human services or department of health.

Applies only to operators in compliance with insurance coverage requirements of their contracts and annual verification requirements.

Authorizes the department of health to adopt rules to implement the insurance requirements, with sections taking effect upon approval and July 1, 2014.
