Directs the University of Hawaii at Hilo's College of Agriculture, Forestry, and Natural Resource Management to pursue a higher education learning center project in Puna, Hawaii to improve employment and entrepreneurial activities in the district.

Requires the learning center project to identify educational and training needs in Puna and design a business incubator approach to support job growth, with initial focus on agricultural production and processed products for local markets.

Establishes that the pilot project will serve as a replicable model for higher learning centers that can be extended to other rural areas of the State.

Appropriates an unspecified amount from general revenues for fiscal years 2013-2014 and 2014-2015 to conduct a needs assessment including evaluation of existing educational resources and facilities that can be networked for educational and training options.

Takes effect July 1, 2013.
