Prohibits nonprofit and for-profit medicaid health insurance contractors and the MedQuest division of the Department of Human Services from modifying medicaid reimbursement policies and guidelines without providing written notice as required by the Centers for Medicare and Medicaid Services.

Prevents retroactive application of reimbursement policy modifications if prior approval for reimbursement was obtained before notice of the change was given, regardless of the modification's stated effective date.

Applies to both current and future changes in medicaid reimbursement policies and guidelines.

Takes effect upon approval.
