Requires businesses located in tsunami evacuation areas to close following the first siren warning during a tidal wave or tsunami warning until further notice from the civil defense agency

Exempts gas stations from closure requirements if they exercise prudent discretion to remain open and provide fuel to facilitate public evacuation, provided they maintain sufficient staff to assist with traffic flow

Exempts businesses selling staple goods (food, water, blankets, batteries) from mandatory closure if they exercise prudent discretion to remain open and serve the general public during evacuation

Exempts health care providers located in tsunami evacuation areas from closure requirements if they have a current emergency management plan

Adds "tsunami" to the definition of disasters covered under Hawaii's disaster relief provisions in Chapter 127
