Appropriates funds for fiscal years 2013-2014 and 2014-2015 to expand the Restorative Reentry Circles pilot program from Waiawa correctional facility and women's community correctional center to all correctional facilities statewide.

Requires the Department of Public Safety to contract with a health and human services provider by January 1, 2014 to establish restorative reentry circles programs in correctional facilities statewide, in accordance with chapter 103F, Hawaii Revised Statutes.

Restorative reentry circles bring together offenders, victims, and their supporters in a facilitated process lasting approximately three hours, with half devoted to reconciliation and half to developing reentry transition plans.

Program is voluntary for victims and available to inmates seeking reconciliation; the pilot program at Waiawa achieved approximately 90 circles with 100 percent satisfaction rate from participating victims, offenders, and staff.

Effective date July 1, 2050.
