Requires all University of Hawaii Board of Regents members to complete annual training by August 1 each year on board policies, procedures, and fiduciary duties.

Mandates training on Hawaii's Sunshine Law (Part I of Chapter 92) covering meeting requirements, notice procedures, and noncompliance penalties, with strict construction of exemptions.

Mandates training on Hawaii's open records law (Chapter 92F) covering government records disclosure requirements and exceptions to disclosure.

Requires new regents to complete training within three months of confirmation; outside training agencies such as the Office of Information Practices shall conduct Sunshine Law and open records training, while the university general counsel conducts board policies training.

Removes any regent from office if they fail to meet annual training requirements more than once during their term, with the governor nominating a replacement approved by the senate.

Takes effect July 1, 2030.
