Reconstitutes the candidate advisory council for the University of Hawaii board of regents with seven members appointed by the senate president, house speaker, and governor (including one student member)

Requires the council to recruit, rate, and present at least three qualified candidates to the governor for each vacant regent seat within 30 days of vacancy or 120 days before term expiration

Mandates candidates and their immediate family disclose existing or anticipated contracts and financial transactions with the University of Hawaii

Repeals section 304A-104.5 and amends section 304A-104 to require senate confirmation of governor-nominated regents and direct the governor to select nominees from council-presented candidates

Establishes council members serve terms based on their appointing authority's term, requires nonpartisan operation, prohibits members from holding elected office, and provides expense reimbursement without compensation
