Limits the Board of Regents to appointing one attorney to serve as University General Counsel, rather than multiple attorneys or contract arrangements.

Requires the University General Counsel to report directly to the Board of Regents, which retains direct oversight and cannot delegate this duty to the university president.

Authorizes the University General Counsel to hire one or more staff attorneys to assist with the general counsel's caseload.

Permits the Board of Regents to contract with independent attorneys only in cases where both the University General Counsel and Attorney General acknowledge in writing a conflict of interest or lack of sufficient expertise, with contracted attorneys required to consult and work with the general counsel and attorney general.

Requires the Board of Regents to submit a report to the legislature no later than twenty days before each regular session detailing each independent counsel contract, including the amount and reason.
