Amends Chapter 13D-4, Hawaii Revised Statutes, to modify voting procedures for Office of Hawaiian Affairs Board of Trustees elections held in conjunction with general elections in even-numbered years.

Limits voting on island-residency-required seats to voters who reside on that specific island, rather than allowing all qualified voters to vote for every candidate.

Groups candidates for Molokai and Lanai together, allowing residents of either island to vote for candidates from both islands; similarly groups Kauai and Niihau candidates together.

Allows all qualified voters to vote for candidates seeking at-large seats that do not require residency on a particular island.

Takes effect upon approval.
