Requires the Department of Hawaiian Home Lands, Department of Land and Natural Resources, and Office of Hawaiian Affairs to submit annual reports to the legislature at least 20 days before each regular session.

Reports must detail all contracts for services that have the purpose of affecting the rights of Native Hawaiians, including party names, addresses, telephone numbers, nature of services, and contract amounts.

Reports must disclose whether a third party facilitated the contract and if so, include the third party's name, address, telephone number, and the value of their services.

Reports shall be cumulative for an unspecified number of past years (blank in the bill text).

Effective date of July 1, 2030.
