Adds Federal Protective Service officers to Hawaii Revised Statutes § 803-16, which authorizes certain federal officers to make arrests without a warrant.

Grants Federal Protective Service officers authority to arrest persons for violations of the Hawaii Penal Code without a warrant when the officer is on duty and has probable cause to believe a violation occurred on or against federal property, adjacent streets, sidewalks, or property owned or possessed by the U.S. government.

Maintains existing arrest authority for U.S. Customs and Border Protection Service and Citizenship and Immigration Services officers under the same statute.

Requires the Director of the Hawaii district office for the Federal Protective Service to certify that officers have received proper training within the agency to enforce or administer arrest powers.

Effective date: July 1, 2050.
