HB1120 - Agricultural Land Use Study

• Direct the Office of Planning to study the five-class productivity rating system developed by the Land Study Bureau of the University of Hawaii and its current role in agricultural land classification and regulation

• Office of Planning must identify all state statutes, administrative rules, and county ordinances that reference or depend on the five-class productivity rating system and evaluate their practical effects on agriculture and sustainable farming

• Investigate alternative methods of classifying and regulating agricultural land, including important agricultural lands designations, renewable energy production, residential uses, and cottage industry applications

• Submit interim report to legislature no later than twenty days before the 2015 regular session and final report with proposed legislation no later than twenty days before the 2016 regular session

• Effective date July 1, 2030
