Exempts owner agreements with attorneys from the 24-month contract void period under Hawaii Revised Statutes section 523A-25, allowing attorneys to assist with unclaimed property claims immediately after property is delivered to the administrator.

Caps attorney compensation at 25 percent of the total value of recovered property in owner agreements, unless the agreement involves a circuit court action and receives court approval for higher fees.

Removes the previous blanket exemption language and instead creates a specific carve-out for attorney agreements to file claims on identified property or contest administrator denials of claims.

Maintains all other protections under section 523A-25, including requirements that agreements be in writing, clearly describe the property and services, and be signed by the apparent owner.

Takes effect on July 1, 2013.
