Appropriates funds for Hawaii employer-union health benefits trust fund costs for collective bargaining unit (10) officers and employees for fiscal biennium 2013-2015, with $0 appropriated for both FY 2013-2014 and FY 2014-2015.

Appropriates funds for health benefits trust fund costs for excluded state officers and employees in the executive branch who belong to the same compensation plans as collective bargaining unit (10) members, with $0 appropriated for both fiscal years.

Directs the director of finance to allot appropriated funds to state departments for expenditure in their respective fiscal years.

Requires salary increases and cost adjustments for officers or employees whose compensation is paid from federal, special, or other funds to be paid proportionately from those respective funds.

Sets the effective date as July 1, 2050, with any unspent or unencumbered funds to lapse on June 30, 2014 and June 30, 2015.
