Appropriates funds to the departmental administration and budget division (BUF 101) for Hawaii employer-union health benefits trust fund costs for collective bargaining unit (1) officers and employees for fiscal years 2013-2015.

Appropriates additional funds for health benefits trust fund costs for excluded executive branch state officers and employees who belong to the same compensation plans as those in collective bargaining unit (1).

Provides that salary increases and cost adjustments funded wholly or partially from federal, special, or other funds shall be paid proportionately from those respective funds.

Requires that any appropriated funds not expended or encumbered by June 30, 2014, and June 30, 2015, shall lapse on those dates.

Establishes an effective date of July 1, 2050.
