Appropriates funds for fiscal biennium 2013-2015 to cover collective bargaining cost items negotiated with exclusive bargaining representatives of collective bargaining unit (10) across multiple state departments.

Allocates funding to the executive branch (departmental administration and budget division), judiciary (chief justice administration), and Hawaii health systems corporation for collective bargaining unit (10) employees.

Provides salary increases and cost adjustments for state officers and employees excluded from collective bargaining who belong to the same compensation plans as collective bargaining unit (10) employees.

Directs the director of finance and chief justice to allot and expend appropriated funds to respective departments and agencies in each fiscal year.

Specifies that all appropriations are $0 across general funds, special funds, federal funds, and other funds, with any unexpended or unencumbered amounts lapsing on June 30, 2014 and June 30, 2015; effective date set for July 1, 2050.
