Establishes a statewide food sustainability standard requiring Hawaii to double the amount of food grown locally for consumption by 2025, measured against 2015 baseline farm cash receipts.

Requires the Department of Agriculture to measure and analyze food commodities grown and sold in Hawaii annually, identify key commodities for targeted assistance, and plan incentives to meet the sustainability standard.

Directs the Department of Agriculture to submit annual reports to the legislature on progress toward food sustainability goals and recommendations for policy changes or necessary legislation.

Appropriates general revenues for fiscal year 2014-2015 to the Department of Agriculture for implementation and hiring necessary staff.

Takes effect July 1, 2050.
