Establishes the Economic Opportunity Poverty Reduction Task Force within the governor's office to assess state policies promoting economic opportunity and develop a strategic plan to reduce poverty by at least 50% by 2023.

Task force consists of five members: one House representative, one Senate member, one governor appointee, and two community organization representatives with poverty reduction expertise appointed by legislative leaders.

Task force must study best practices in asset building, education, workforce development, tax policy, and work support programs, plus evaluate federal and state anti-poverty programs and the Supplemental Nutrition Assistance Program.

Task force shall submit initial report by December 22, 2013 and final report by December 22, 2014 with legislative recommendations and assessments of Hawaii's poverty scope and current policies.

Task force terminates on December 22, 2014; members serve without compensation; task force must meet at least four times annually.
