Amends section 353-22.6 of Hawaii Revised Statutes to require the director of public safety to enforce victim restitution orders against all inmate moneys notwithstanding any other law or court order to the contrary.

Mandates deduction of 25 percent of all moneys earned, deposited, or credited to an inmate's individual account for victim restitution purposes.

Requires monthly deduction and payment to victims once the restitution amount reaches $25, or annually, whichever occurs first.

Exempts moneys earned on work furlough pursuant to section 353-17 from victim restitution deductions.

Applies retroactively to June 20, 2012, to all inmate individual accounts regardless of when the restitution order was issued.
