Amends Hawaii Revised Statutes Section 121-7 to require adjutant general candidates to hold or have held a commission of at least O-5 (brigadier general equivalent) in the National Guard or armed forces, effective July 1, 2013.

Maintains existing requirement that adjutant general candidates must have served as a commissioned officer in the armed forces for at least ten years.

Establishes preference hierarchy for adjutant general appointments: first preference to officers with at least five years of active service in the Hawaii National Guard (Army, Air, or both); second preference to officers with National Guard service in any state or territory.

Grandfathers the sitting adjutant general on the bill's effective date, exempting them from the new requirements.

Takes effect upon approval.
