Establishes the legislative broadcast program as a permanent public access program within the state capitol.

Requires the legislative broadcast program to record all public hearings and informational briefings held at the state capitol in audio or audiovisual format.

Mandates maintaining an archive of all recordings and making them available to the public.

Appropriates an unspecified sum for fiscal years 2013-2014 and 2014-2015, divided equally between the senate and house of representatives, to purchase recording equipment, archival materials, and hire necessary staff.

Takes effect on July 1, 2030.
