Amends section 21G-3, Hawaii Revised Statutes, to require that criteria for selecting legislative proceedings to be broadcast shall be related to matters of public interest.

Establishes that the joint legislative access committee shall supervise the legislative broadcast program and apply public interest standards when deciding which proceedings to broadcast.

Addresses the legislature's finding that some proceedings with significant public impact and interest have not been broadcast due to committee chair requests.

Takes effect upon approval.
