Establishes a twenty-four hour marketplace task force within the department of business, economic development, and tourism to recommend viable locations and develop strategies for twenty-four hour open-air cultural marketplaces across Hawaii.

Task force membership includes the DBEDT director (chair), Hawaii Chamber of Commerce chair, Hawaii Small Business Development Center director, two legislative small business caucus members (one appointed by House Speaker, one by Senate President), and board of land and natural resources chair.

Task force shall meet quarterly with public notice and testimony, with the department providing administrative support including meeting minutes.

Task force must submit a report to the legislature no later than twenty days before the 2013 regular session convening, recommending viable locations and strategies to encourage visitor and resident spending through the marketplaces.

Task force is dissolved on June 30, 2014; members serve without compensation with expenses paid by their respective agencies or organizations.
