Establishes a central Oahu first responders technology campus and cyber security command center to centralize emergency services and cyber security facilities outside inundation zones.

Designates five specific properties identified by tax map keys (9-5-002-057; 9-5-046-010; 9-5-046-018; 9-5-046-041; and 9-5-046-042) for the campus.

Requires the high technology development corporation board to work with the Department of Accounting and General Services and Chief Information Officer to design and develop the facility, which will include a data center, innovation facility, sheriff facility with 40 acres, and state fire council training facility.

Mandates the Chief Information Officer enter into memoranda of understanding with the Department of Defense, Department of Public Safety, State Fire Council, City and County of Honolulu emergency management and police, Hawaii State Civil Defense, and Hawaii National Guard for facility allocations.

Requires emergency and cyber security services currently located in inundation zones to create a two-year transition plan to relocate to the new campus and takes effect July 1, 2050.
